Matthew Rowland

Matthew Rowland’s Credentials Include:

  • Being a national leader in community corrections for more than 15 years.
  • Consultant and advisor to federal, state, and local agencies, as well as leading national and international information technology firms. Served in an advisory capacity to the Department of Justice, Bureau of Prisons, Federal Bureau of Investigation, United States Sentencing Commission, Federal Judicial Center, American Bar Association, among others.
  • Author of several articles on community correction in leading professional and academic journals. Also featured on National Public Radio and in the Wall Street Journal.
  • Developed and presented training programs for the Federal Judicial Center, Federal Probation and Pretrial Services Offices Association, American Probation and Parole Officers Association, National Association of Securities Dealers, as well as universities and law schools.
  • Served as the chief at the Administrative Office of the United States Courts providing oversight and support to the federal probation and pretrial services system.
  • Led efforts that successfully reduced recidivism, prevented unnecessary pretrial detention, increased restitution collection, and improve the social and economic standing of court-involved persons, and increased services to survivors of crime.
  • Helped develop and implement best and evidence-based operational and management practices, advanced analytics, national strategic plans, and programs leveraging innovative technologies including machine learning and artificial intelligence.
Chris Maloney

Chris Maloney’s Credentials Include:

  • A leader in federal and state corrections agencies for more than 25 years.
  • Provided consulting services to scores of probation and pretrial services offices around the country.
  • Served as a chief federal probation officer in both the District of Massachusetts and District of New Jersey.
  • Elected by chief probation officers across the country to be chair of the Chiefs Advisory Group to the Administrative Office of the United States Courts.
  • Appointed by the Director of the Administrative Office as chair of the Budget Finance Advisory and member of Committee on Strategic Workforce Planning and Financial Managers Working Group.
  • Member of the Space & Facilities Design Guide Work Group by the Director of the Administrative Office of United States Courts.
  • Led the Administrative Office of the United States Courts Served as program services branch, also served as a Regional Administrator assisting chief probation and pretrial services officers on management matters in more than 20 states.
  • Conducted more than 50 case, office, and program reviews across the United States.
  • Held positions in Florida and on state and county task forces in Massachusetts and New Jersey.
